Cancellation charges on non-refundable flights

We have a flight booked that is 100% non-refundable (through travel agent).
There is a fairly strong possibility that we won't be able to use the return leg and will have to book a different flight ( with another airline).
On the paperwork it states $200 fee for cancellation of flight
I'm curious if you don't bother cancelling but instead just
don't turn up they surely can't do anything about that?
It's as if you had used the seat anyway as you are not getting any compensation.
Or am I missing something?

I've done it plenty of times, eg when return has been the same price (or less, bizarrely!!) than a one-way...
