Canada Labor Code question

I have tried to find the info online without success.
Being that we work at an airport we are covered by Canada Labor Code at the federal level and not provincial.
Question is can an employer schedule employees for 9 hours then deduct 2 hours from the day and only pay 8.
The employees don't have 2 consecutive hours for a break to leave the premises.

I guess Canada has no break requirement in the code, so leaves it up to the employer. Seems weird a employer can require employees to be at work for 9 hours but only pay for 7.
I suppose that is why I could not find any information on the government site, but I did find some on another site that makes it easier for non-lawyers to read.
