After some research I think I have the answer to my own question. It boils down to intended destination. BTW, none of this applies to the OP as she is already a PR.

Even someone not destined for Quebec can "land" there. The question becomes one of intent. If the POE officer believes that the immigrant intends to reside in Quebec without a valid CSQ, then landing can be deferred until a CSQ is obtained.

Applicants landing in the Province of Quebec without a valid Quebec Certificate of Selection and who appear destined to Quebec, will not, pursuant to current department directives, be admitted as a landed resident. Where it appears to the POE officer that the intended destination is the Province of Quebec, landing will be deferred until a valid CSQ has been procured.

Applicants who have previously declared their intended destination as being the Province of Quebec and who land outside the province, will generally not incur difficulties. Caution should be exercised. Applicants who have stated an intention to reside in Quebec are entitled to change their destination. At issue is how and when this material change occurs."

In this one it wasn't actually clear to everyone that the OP already was a PR or was going to "land" before becoming a PR. Big difference. At least the discussion was relevant. Which is more than can be said for many other threads.

What? You mean you didn't all bother to read the Charter of Rights and Freedoms when you were studying for your citizenship test????


6. (1) Every citizen of Canada has the right to enter, remain in and leave Canada.

(2) Every citizen of Canada and every person who has the status of a permanent resident of Canada has the right

a) to move to and take up residence in any province; and
b) to pursue the gaining of a livelihood in any province.

(3) The rights specified in subsection (2) are subject to

a) any laws or practices of general application in force in a province other than those that discriminate among persons primarily on the basis of province of present or previous residence; and
b) any laws providing for reasonable residency requirements as a qualification for the receipt of publicly provided social services.

(4) Subsections (2) and (3) do not preclude any law, program or activity that has as its object the amelioration in a province of conditions of individuals in that province who are socially or economically disadvantaged if the rate of employment in that province is below the rate of employment in Canada.
