Best time of year to visit?

So I'm currently researching on doing a recce trip to either Vancouver or Toronto (or both if I can) to gauge which is more my type of location.
I know the winters get very cold in Canada compared to the UK, but am trying to establish when the best time to visit either one of these cities is? I'd like to be there while it is cold (
) just to get a feel for how it actually is (and whether I'm brave enough for it).
Also, the cheaper the time of year to travel the better too. Info on the type of weather in these cities all year round would be fab too.
Any tips?

I think you will find that there is a high level of correlation between the harshest winter weather and cheapest air fares (excluding the Christmas - New Year period, of course).
