Everyone's going to have a different opinion of where's best. you need to visit and draw your own conclusions.

It's a pretty meaningless list if the industry you work in isn't well represented in one of the 'best' places, or if the climate and geography aren't to your taste, or if the house prices are out of reach.......

I dont think it means nothing necessarily, it does look at very general criterea regarding the ecomonic and social aspects of an area, but most potential immigrants will be looking for some more specific stuff to be sure.
If you have a few offers on the table it could be usefull in deciding between them, in terms of hospital ameniaties, overall economic health of an area etc.
I'm not sure I would hop on a plane and head to an area just on the strength of the list though!
At least its based on some metrics, rather than personal opinion, so in that respect its not totally meaningless.
No need to jump all over the post anyway, as was said, if you have nothing to say, then its usually best to say nothing.
