can someone explain exactly how to do the rebtel part as it doesn't seem to work so far. thanks

From what I understand everyone you add to your rebetel list has their own "local" number. You call them using the local number they are assigned in Canada, and then your UK contact calls back using the local UK number they are given.

Thus both of you are using local numbers in your own country.
