Basement rooms that have those kinds of windows are not allowed to be used as bedrooms. In order for a basement room to qualify as a legal bedroom, it has to have a window through which a person would be able to crawl out.
It seems that the largest we can get without compromising the structure is 20 inches high. I could probably get out of that but I'm not very big.

In this county of N.S., I believe the min. size for an escape window is 4 sf,
and this must be at least 2ft by 2ft. You can overcome this requirment by having a direct acces to the outside, ie no doorway between the bedroom and the exterior door.
