We opened a CIBC account when we arrived in Canada in 2005.
It's probably just our branch. They began disinterested, and deteriorated to incompetent.
The low-point was when one of regular payments to the UK went astray. We gave them paperwork to copy from the last transfer, and they still managed to screw it up.
We managed to get to HSBC in Campbell River and they did a transfer to our UK HSBC account for $35. Much better and quicker than CIBC (and they charge us $70!).
So, I can recommend HSBC Canada - even though we are not actually one of their customers. Also, we got our mortgage from our local credit union. They've been brilliant and I may end up using them for our everyday banking.
Hope this helps,
Sarah
