Applying for jobseeker's allowance while in England?

Is there a problem in applying for jobseeker's allowance in England while I reside in England during my wait for Canadian citizenship processing?

Does it pose any immigration issues; if I still abide by the 2 in 5 years rule?

I would just add that I am a born British citizen and have permanent resident status in Canada; and have applied for Canadian citizenship.

It's a matter of me being in the UK and whether this is technically possible.

Added to this, is there a problem with applying for a European Health Insurance Card whilst I am temporarily in England (in the online application you have to confirm you are resident in England)?
In short, does this impede or create an issue since I have just applied for Canadian citizenship and am briefly visiting England?
