NI? Do you mean The Netherlands?
Obtaining whether you can an allotment really depends on locality. Ask at your local gemeente.

Re: Allotments
I have friends (also expats) with allotments. It should be possible, depending on location.

Re: Allotments
Hi Casasnovas,
An allotment in Dutch is a volkstuin. These are available to hire in most cities through a volkstuin vereniging(organisation) although there may be a waiting list. They will normally be rented on a yearly basis. The rental cost at one of the volkstuinen in Eindhoven (Aanschot) was 0.45ct/m2/year (which seems to me very cheap!). I have no idea whether rental will be more difficult or expensive in e.g. the Randstad.
Ask at the town hall or use the Stadswijzer/Vademecum to get details of local verenigenen (although most cities will also post info online).
Also the VROM (government ministry responsible for housing, environment etc) give details of where the volkstuinen are situated. There are estimated to be over 250,000 in the Netherlands so I reckon gardening is even more popular here than in the UK!
