not with a video tape though
i need it on disc or sent to me as a file

Even the cheap boxes allow you to plug in a USBstick. Record onto this and you should end up with a .ts file (ts stands for 'transport stream', the way broadcast likes to work with MPEG2 file). This can switched back to a normal MPEG2 file with something like ( http://www.videohelp.com/tools/PVAStrumento ). You can run the files through something like Handbrake to compress the MPEG2 to MPEG4 and halve the size for upload or storage.
