Earls Court can only sustain so many bars and pubs (and eateries, if you want to broaden the definition) ... even opening 24/7, unfortunately it's down to the economics.
Unless you restrict entry then you'd have pockets of antipodean bar staff hanging around with nowhere to go, and who knows where that could lead ... it'd be chaos.

Even for that 1 to 2 years working permission, you need to apply for a visa. Its upto the British High Commission that they accept your application or not. Applying for visa and preparing documentation etc. is always a very hectic process. Whereas, if you are EU/EEA citizen, you can enter UK visa free and start working.

1) It makes too much money to scrap it
2) Totally different economic environments (need for seasonal labour, etc)
3) Different political reasons/motivations for keeping 'illegals' out and immigration policy tight
4) I would imagine that the political ties aren't that close to encourage it
5) Free movement of people working whereever they want? Anyone would think we lived together on the same planet ... that would never do.
