I think you can buy sticky backed velcro dots (about the size of a 10 c piece) which would enable you to stick one side on the waistband and the other on the tail.

I've used the stick on dots when making costumes, but they don't tend to stay on. If you pull the tail the whole lot will come off. I prefer to put a stitch or two in, but it is tough sewing the side with the hooks.
