How is pay and display parking any different to feeding a parking meter anywhere else?

You drive in and pay (usually) 1 hour minimum. Cheaper per hour after that. You're only there for 30 minutes. The next person who gets your parking space does the same. They have made an extra 1 hours parking money for nothing.
You may argue that each person agrees to pay for one hour, but they make extra money on everyone that leaves early over loads of spaces, AND they fine anyone over staying.
Better to go with a ticket on entry and pay for the actual time you were there to closest hour or half hour, whatever it is.

Paid $30 to park at southbank yesterday evening......that is the standard charge for 3 hours or over

No pay on exit system works like that though (the closest half hour). You'll generally pay for more time than you parked. So you stay for 1hr 10 mins, you have to pay the 1 -2 hour fee...it's not a lot different.
