Seems perfectly logical.
The further you go across Europe the worse it gets. We drove to Turkey (for work) and spent a year in Turkey seeing very similar driving. In Ankara we used to go to a rooftop bar overlooking a major roundabout just to watch the traffic. There were policemen directing traffic as well as assorted traffic lights to try to control the roundabout. Drivers generally ignored all these and tried to beat the jams by going round the roundabout the wrong way, cutting corners by driving over the pavement, driving on the wrong side of the road etc.
Elsewhere we saw a car up a tree and another under a bus
Traffic lights - if on red and nothing is coming then proceed. If on green put your foot down. If icy and you can't stop put your hand on the horn and skid across, pointing forwards if possible.
There was order on one particular road - a steep bendy main road into the CBD. In the ice the cars queued at the top and went down one at a time to hone their skid-pan techniques.
