He was under surveillance - I'll bet the police knew he had a gun on him at the time. Otherwise why were CO19 in on an Op Trident stop check?

You are right. The "Bobby on the Beat" doesn't need riot duty on top of his/her daily work. There should be a separate force for these situations. But not the army. It's not their job either.
There is, the TSG. They used to be called the SPG, or Special Patrol
Group. Unfortunately they had somewhat of an image problem and changed their name to the TSG along the way.
These guys are the public order specialists, however are often not used in public order situations (doubt that would be the case this time) as the bosses fear criticism for being too heavy handed
