Not sure why you're getting wound up by some pointless research which when you think about it is commonsense - yes drunks get killed wandering into the road. It's not legislation. Research has probably been done that proves that dark clothes don't show up well at night but it's not against the law, it's just some people paying money to other people to study stuff.

You've got a great point except for the fact that it's not being suggested as legislation and the state hasn't raised or done anything with the issue.

But the same stupid 'research' is done in most countries in the world. Nanny state is irrelevant. If it was being proposed as legislation then I'd agree, as it is, it's just some people trying to show the world what daft jobs they have

What's next? Everyone needs to be licenced to walk and if you're found pissed you lose your licence?

It would give the Police a quantifyable and verifyable reason for taking drunks likely to be a public nuisance off the streets. Sounds sensible to me. Would have no effect on me, however, as I make sure I'm never around drunks.
