The BE rule (rule 17.6 section 4.iiv) is that one has to start three threads informing the membership that the poster intends to leave, then the "leaving bands" are read at seven churches and two mosques, then the supreme BE council must vote whether to accept the resignation or not. So hes only just started the process.
