I just tested it twice - it doesn't work, just gives a dead tone (no pun intended). I'm not suggesting that everyone on here in WA goes to test it out, but it does not work on my landline (VOIP).

Oh ok. It did for me over here a few years back. I was in a total mind blank and pressed 911 (no idea why, I've never lived in the US) and got through immediately. In fact I didn't realise I'd done 911 until I was told off about it. I tried 999 a while later and again it went through. That was in 07 though.
