I don't see what the big deal is, this has been going on for decades - Family Planning used to even give them out in the Hay Street Mall in Perth in the late 80's early 90's like you would give out pamphlets on a street corner. Access to clean needles and condoms is a great service. Junkies will shoot up and have sex regardless and if there are no clean needles available, they'll use dirty ones and have sex without a condom if there are none of those available. Syringes and condoms are cheaper than the ongoing medical treatment required later on if they're not used.

We shouldn't give them condoms because they're not capable of deciding to use them, when they have sex that they're not capable of deciding to have. Infallible logic there.Their possible real motivations scare me!

I concur. That way you can boff the odd minger and have the safety of a) not being able to focus properly on them and b) not remembering the next day.
On a serious note the guy's clearly a archetypal Queensland idiot - it's bible belt up in FNQ - pro life bill boards on the Bruce Highway. Bizarre as they are really not the sort of people we need more of.

Yep, can only guess that it's to lower the risk of HIV transmission through broken skin.
