I may be wrong, but I've always tended to think of expats as more temporary, usually skilled/managers etc that are working overseas for a company.
And not restricted to whites, in Singapore/Hong Kong etc it's equally valid to say Indian expat or Chinese expat.
I think that's probably the slight nuance that differentiates from immigrant - the fact they are professional and above workers.
