Almost (if not all) of these sites use IP Geolocation Technology - in simple terms the site checks your IP address against a list, if it's not the UK list then you dont get to watch - as simple as that.

A Proxy Server simply masks your actual IP address making the server "think" your in a particular country, however they tend to be slow, unreliable and sites like BBC iPlayer tend not to work too well with them.
Best way to get your UK TV fix - find a site to download them from, there's loads out there, personally I use "thebox.bz" as they only deal with UK TV so I can quickly get shows like 2 Pints Of Larger, Dr Who Series 4 for me & Hollyoaks for the wife.

thbox.bz is GREAT - fantastic library of torrents.
The only downside is the 'ratio monitoring' - I only recently discovered 'thebox' so set up my BT client to downloada couple fo series i was interested in - but got completely locked out of the site (and all its torrents) after 3 days due to alledged 'leeching'. I've now rectified the problem but its something to look out for. If you'r downloading a few Gb of stuff you need to do it in chunks and 'rest' your downloads for a while so that you can 'seed' a bit and improve your ratio!
(I'm going to let the things I've already downloaded seed for a couple of weeks so I've got some headroom to play with before downloading anything else).

I have also found this http://www.sopcast.org/ if you want to watch sport its really good I have watched a few matches over the last couple of weeks the quality is not normal tv quality but if you want to watch a particular game live its very good.
