Bit confused - you say you did your test and had the ceremony 2wks later, but then you say you did your test in October and had the ceremony in January?

We have friends down the road who applied, tested and were doned within weeks.....
I did my test/interview in mid-august. I was told then that I had 12 months to get off my backside and go to a ceremony.

I was offered a private ceremony a couple of weeks later at the DIAC office (Adelaide), but no family allowed, or go to a council run ceremony.

Fortunately, my local council runs ceremonies every couple of months or so depending on demand. When I got a letter inviting me to one in September I asked to put it off until their Oz day ceremony in 2012 as the outlaws want to be there, this wasn't a problem.

You can't apply before you're eligible. I tried this (online) and the site wouldn't let me even start the process.

I just gathered all the information I needed and scanned it in, then applied and uploaded the scans on the day I was eligible.
