The weather aspect was due to the height in which these guys were working at on the roof. If the winds reach 12 knots, they have to come down by law.
Main problem with the delay has been down to a dispute with the steel companies. Multiplex's original contract went t!ts up half way through the building. They then couldn't find a supplier that would agree fixed prices on the materials - purely because steel prices are rocketing at the moment.
This cost them around 4 months.
