Actually legislation already exists and has done for years. The major problem is finding the person, and the complexity and cost of actually following the process which is prohibitive. Red tape the likes of which you wouldnt believe and costs to match.

Not really so weird. I couldnt get one for about 2 years when I first moved to the UK...nor could I get a bank account that was more than just purely a savings account. I wasnt allowed direct debits or anything for about 18 months after I started working in the UK....
