WHV to tourist visa

WHV to tourist visa
This should be a very simple question which I'm sure someone can answer quicker than I can find it on the net.
Towards the end of my working holiday visa, while I am still in Aus am I able to apply for a tourist visa to stay for a further three/six months, without having to return home first?

i think there are two options
1) work for 3 months in a rural area while on your first WHV, then apply for a second WHV (new rules bought in not long ago)
2) leave and go to nz/bali, and apply for a tourist visa there.

I've heard of the first option but am ruling it out - the thought of 'seasonal work' as they call it (ie, fruit picking, farm work ) is just far too horrible to contemplate
The second one sounds good though - I want to go to NZ and Bali so maybe I can leave them until the end of my WHV and apply for a tourist visa while there .
