Donuts, skiddies, and burn outs are just what the youth (and alot of dickhead oldies) do today. They do it in every area, every estate, every town. It does not mean a place is a bad area because you see these marks on the road, it just means idiots have left their mark! Infact these juvenial delinquents target richer areas to get their jollies.

Hoons like to think of themselves as "car enthusiasts". They spend an absolute fortune on their hotted up vehicles, and it is their main form of entertainment. From what I have seen, they come from all types of families, and they head off to different areas each weekend.

I have heard that they do "rolling blockades" on the motorway, where 3 cars will get in front, and three behind, and drive slowly side by side, creating a large gap so some of their mates can race on the motorway, and often there is a few thousand dollars riding on the race.
