Research areas where you might want to live. Then book temporary accommodation and actually live there. Only once you have lived somewhere for a little while will you be able to decide if it is the right place for you. This could just be deciding on a state or a city, but also a suburb.

'Good' schools do this I think the person claimed. Some schools will be hard to get into, other won't.

Yes, oversubscribed "GOOD" schools won't let you in unless you show up with the relevant paperwork (bills, bank statements, etc) ie that you live in the catchment area and have been for a while. Those in my area are very anal about their catchment areas, so it completely depends on yr suburb. Also a lot of "GOOD" Catholic schools won't enrol your child if there is no baptism record & some will also go to the extend of parish boundaries too.
