Hi group
My brother in Nigeria wants to apply for Oz PR. I am his brther and am in Singapore. We are Indian citizens . My question is can my brother apply in singapore being in Nigeria coz things take a long time there. My second question is Can he submit the application without IELTS and then later submit the test resulta may be after a month or 2.

Hi,
I know an African who applied for an Australian skilled PR visa from the USA to ASPC and was successful; this person got the Aussie PR visa.
So, I believe it is possible for your brother to apply in Singapore, however, he may have to hold a legal/valid Singapore visa while lodging applications from Singapore.
He could also send his IELTS after lodging his PR visa application, but it may delay his application, so better to have the results B4 lodging the application.
