University Fees
My wife would like to get her PhD. How long do we have to be in Australia, on a 176, for her to qualify for resident tuition rates instead of international student fees?

Have a look at the university websites for the city you're planning to live in. Most unis would have PhD programmes

Fees for Australian students
Australian students (including Australian citizens or permanent residents and New Zealand citizens) are currently exempt from paying tuition fees for Doctor of Philosophy (PhD) studies.

Your looking at about 25-40kAUD per year as an international student doing a PHD.

That's much better then. Average PHD for Australiam supported place is about 25-35k total.
