Re: UNI in OZ
No fee discount/deferral unless you are an Australian citizen, normally.
Permanent residents usually qualify for domestic fees, however.

But only Australian citizens are entitled to student loans, at least through the HECS scheme.
How long did you live in Australia before leaving? Depending on the answer and certain other circumstances, then Austudy may be an option to claim from Centrelink.
Unclear why you should feel entitled to anything more if you're not citizens.

Dependant on the course she will be commonwealth supported and will pay domestic fees. Again dependent on the course around $7000 a year.
These will need to be paid in full at the beginning of each semester, so roughly $3500 in March and $3500 in August. (But you are NOT entitled to the 20% for paying the fees up front!)
You can not get any student loans until she becomes a citizen. Then she will be eligible for HECS loan which your daughter will pay back once her salary goes over a certain threshold, can't remember what it is off hand.
People who come over on a temporary visa are not entitled to domestic fees and if their children go to uni need to pay international rates up front, which are massively more - I am always shocked by how many people do not seem to realise this when they emigrate here on this visa with high school aged children!
