I'm not an enterprise in Australia, I'm an enterprise in England with permission to work in Australia. Quite a grey area.
It's amazing what you can find when you look at the ATO website...

Hope this makes more sense now.
They have requested the ABN for tax reasons. If you want to work in Australia you need to look into Australian tax requirements. I am not clear why you keep referring "international payments" or why you think this is relevant.

You are performing this work in Australia though aren't you? So you are an "enterprise in Australia". If it were not he case, well everybody in Australia could register themselves a head office in UK and thus avoid Australian regulations? I don't think so. It is not a grey area, you just have not done your homework, perhaps you should be engaging an Australian based accountant to assist you with this.

As others have said, you're looking at this wrong and it is not a grey area

It is quite possible for an Australian company to hire your services that you perform for them in the UK - in which case you would be liable for UK tax

If you perform this work in Australia, you would be liable for Australian tax

This is how it works all over the world
