My kids repeated half a year but I felt it important to get to understand how the VERY different schooling took place. They are with correct age and happy amongst their peers, I could have tried to push them up but now can see how it would not have been a good idea.
The 6 month repeat helped them settle and I didn't stress about what they were or were not learning.

School counsellors would rarely be involved in assessment for classes unless there were significant issues - either disability requiring additional funding or a request for acceleration due to a possibility of gifted and talented performance (although parents are usually asked to get such assessments privately). They dont have time to assess everyone rocking up but if, for example, English was not a child's first language then someone may well do an assessment of functional English.
