Default school banding?

I've been looking at this queenland website at the listings of schools etc school details and I was wondering if anyone could tell me what the banding is all about? according to the 'help' button it says

Government Schools are allocated a band based on a review conducted by Education Queensland's Human Resources Branch, as required by the relevant industrial award. Valid values of band are '04' to '11'.

so if a school has been allocated say...band 6 does that mean its good/bad/average?.....or none of that?

Also.....what does 'enhanced option 2' (for example) mean when they're on about 'school based management option'

Thanks in advance to anyone who can enlighten me ......

Petra
