What is the custom, can you change the locks when you move into the unit?
Maybe for houses is not a big deal, but for big city apartments, with the string of tenants, I think this could be quite a significant security risk. Content insurance will not replace whatever sensitive data one might lose.

Thankfully the government, through legislation and Tenancy Authorities, allow you to change the locks(or just get them re-keyed), as long as you provide two copies of each keys to the agent and the agent is aware.
