2) Because not everyone on Expats will read the "usenet" groups - only the OZ (amongst others) group
3) One the reasons suggested for splitting them up is because not everyone wants to post to usenet.

The option to prevent your posts propogating to usenet will be re-introduced over the next few days. This will allow you to post in the usenet groups but keep your post limited to this site. This option was there previously, but only a few people actually used it.
