Normally it's based on comparing the duties and qualification obtained to the
ASCO standard.

Is there any place where I can read about the regulations concerning this comparison?
It looks like a DIMIA-version of the skills assessment to me. (if they check the
qualifications to determine if the work experience was a "skilled" one)?

You can find a link to the ASCO from the SOL page:

As for the exact way they do the comparison, it's probably in the Procedures Advice
Manual and while that is public information, it's not yet available online.
