There is something to be said from the security point of view - an clean terroist could apply for PR, get it, then start up cells and start recruiting once they were citizens and did not face deportment even on suspicion, or under some legislation. They might be discouraged if they were not yet full citizens where the normal due criminal process would apply...

Not for British people. It was 1 year from 1949 to 1973, 3 years from 1973 to 1984, and 2 years from then.

I think people from non-Commonwealth nations may have faced a 5 year residence period before 1973, but don't have the old legislation online to confirm.
