Paper bag guy in Brisbane?

Has anyone else seen the guy wearing a paper bag in Brisbane over the last week, if so do you know why he's wearing it? I thought I was seeing things.

Wasn't it a radio stunt for NOVA 106.9, they do a thing a morning where they plan a stunt and wait for the public to ring in and report it. It's called WTF.. What The F###
