Most definately is a form of jealousy. I think Brits do it to famous people through the gutter press, as soon as someone is succesful we love to see someone have some skeleton dragged out the closet so we can watch them suffer before our eyes. Ozzies tend to do it themselves and pull people down. When I first went to Oz it was strange to hear Nicole Kidman on tv saying how hard fellow Ozzies were making it for her since becoming famous and listening to talk shows people were rutheless. Kylie would never have been famous in Oz had she not left OZ for the UK. Dame Edna everage admits too that he/she was never excepted by the Ozzies and only became famous in the UK. Stan the Man an Ozzie radio celeb talks about the tall poppy syndrome often on his shows and admits it to be very damaging Ozzie trate.
