Right -- he's a *civil* engineer. "Tradesperson" and "engineer" are too broadly defined to indicate what sort of speciality they are looking for.

No, I'm not bitter -- I have a degree in electrical engineering, and know that there are many different engineering disciplines and it's pretty hard to switch from one to another without going back to university. That's all.
