As it says really, from a quick read it seems to me that they are getting rid of the work search visa, applications prior to November 2002 may be approved still but applications from November 2002 - July 1st 2003 are likely to be lasped with fees returned unless there is a job offer in the application (the paper talks about the general skills category only). Then late this year or early next year a new scheme will come into place whereby you can apply to be inviting to apply unless you have a job offer in which case you can apply under a new general skills type category.
