MODL.....Why?

Hi,
I know the obvious answer, but can anybody explain why there is a list of occupations that are in demand, that you can get extra points for but then the application for a PR is put at the bottom of the pile?
Isn't Australia potentially losing a lot of people with desirable occupations that are in short supply world wide not just in Aus?
Is the processing time still at 9 months or has anyone got experience of it being longer or shorter?

This thread was posted in 2001 - all MODL occupations should now get priority processing - they didn't at the time.
It really is not a good idea to 'dig up' ancient threads.
