Could someone please let me know where I go in Melbourne to get my driver's licence transferred to an Aussie one and also the best mobile broadband service provider to use and where to go to purchase the dongle!

Pay a visit to Vic Roads to get your licence changed. They will do it on the spot.

3 is cheap for mobile broadband - check coverage carefully though.

Even then they haven't got a clue. Gave them an address in East St Kilda while I was down for the GP. They told me that I would be only able to get intermittant coverage in someplaces outdoors (meaning Albert Park circuit), even though the address I was checking on was nearly 4kms away.....

Vicroads in Carlton is the busiest Vic roads try some of the outlaying suburbs. They may get you an appiontment quicker. I got mine in Geelong the wait time was 3 days, granted Geelong is not a Melbourne suburb
I use Virgin Mobile for 34 bucks a month it pretty much covers all my Broadband needs.

In regards to mobile internet we have both a 3 dongle and also a Virgin (Optus). the 3 we pay $39 for 6 gig allowance, we chose this because it was a good price, however, it is complete rubbish and we ended up getting a virgin one. Unless you are going to be in the CBD then you will probably struggle with 3 and you can't get out of the contract once you have signed up, believe me we have tried despite it showing that it was available in our area on their service map.
We have also had a Bigpond wireless, this was excellent coverage BUT expensive.
