Dont know if this is of any use to anyone whos just got here or trying to get out here, but I found this website when looking for something for someone.
Its a list of Local Governments & City councils for Victoria, including contact addresses, phone numbers & websites & a list of suburbs & localities so that you can find out which local govt area you will be for a specific place. All very helpful info.
Anyway, here it is Local Government & City Council info for Victoria.
Hopefully it might help someone.
