These sound like what we in the UK call "Timber frame" houses. The inner leaf is timber instead of block, and the outer leaf is either brick, or rendered blockwork. You can buy special wallplugs quite easily which will handle certain loads when put into the plasterboard lining with the right screw. These can support quite substantial loads.

Yup, done that, been there. Horrible fiddly things, and expensive too compare to ordinary rawlplugs+screws. And if you get the position wrong by say half a cm, you're stuffed! At least with breeze-block you can fill it in and start again.
