In the jobpool - what for? :(

Hi,
in December I had a telephone interview with the Department of Environment and Conservation, passed and landed in the jobpool
. Since than I didn't hear a word.
I expected jobs being offered - but nothing. I asked the guy who interviewed me as not only I wasn't offered a single job but they are recruiting candidates again. No answer. Can anyone explain?
They know and knew that I am not yet in Australia. If that's the point (but I didn't had the impression) they wouldn't have interviewed me. But why didn't come a single job offer?
I heard that some firms don't give a damn about you as long as you aren't available. But in my request two weeks ago I told them that I will be in Perth with the beginning of July and asked whether there will be a job for me aroung that time - no answer.
What is that jobpool for if there comes nothing from? I had the hope that there will be a job for me in the meantime...

Isn't the Department of Environment and Conservation a federal department, which I was told only employ Australian citizens. Are you a citizen or PR?
