Actually it's good experience to start applying before you leave to get used to the application process. Some of the applications I did I had to write virtuall essays for. One was 6 pages long! Had to write a paragraph for explaining how I met each of the selection criteria.
If you apply for any state government jobs, don't expect an instant response....I got a rejection letter from one after 9 months and went for interviews and selection testing 6 months after I applied for another!
