Can anyone tell me has there been yet ANOTHER change to migration applications that would mean everyone having to go thru an interview, or is it just certain visa types that require one? thanks for any info

What visa are you applying for?
Some require interviews, usually by phone. Partner visas for high risk countries almost always need one, as an example.
There is no blanket rule in place though, tell us more about why you are asking and we may be able to answer better
