Now NZIS say a year to decide and forever to rubber stamp after that

Not really knowledge but I did follow the Immigration board very closely in the past and I thought it was a lot faster than that, just a few months. Tried emailing NZIS?

Yes, so did we until we got notification of receipt from NZIS
